I'm from Europe, and I'm planning to move to US with my husband. The problem is that I don't have a guess where is safe and calm, and also the standard of living is good. If you're looking for a big city, i'd suggest Boston. Cambridge, MA is also good. It has the best colleges Harvard and MIT

All US cities have safe areas and dangerous areas. And the safe areas are generally the majority of the city. Here in LA, the safe part is 95% of the greater metropolitan area.
Consider Tucson or Phoenix in Arizona. The houses are cheap there and it is warm and dry there all year round.
