I don't know about lawyers in Tallahassee specifically.
But I do know a couple of things.
For a First Time DWI, you are likely to get the same plea bargain no matter what attorney you get.
You are not likely at all to get off completely no matter what attorney you get unless the police really messed up.
It does not matter if you took the tests or not, it is the officers observations of your intoxication that will get you convicted at trial.
